What does your alert log show?

At the very least, you should really look over:

* 2 Day DBA
* Platform Guide for Microsoft Windows

Please remember to give details regarding Your OS Platform, Oracle Version & Oracle Error you got in your future posts.

Do not worry your database is safe & fully recoverable. I assume you are on windows.

Run LSNRCTL utility from command line & see all commands available in it. Use status command to see status of your listener. If you can not see that listener is running from status command output then issue start command on listener prompt. this should start your listener. after starting listener restart your instance or wait for 1 minute for instance to register its services with newly started listener. Ensure status command shows listener listening end points & database services it is listening for. If still not successful then please post output of listener status command & start command in your next post along with your OS version + oracle version

What is this? Did you really set your oracle_sid to " " ?

You need to set the oracle_sid to the name of your database.

Maybe you used IM speak in issuing your Oracle commands.
